The character that you are playing must be maintained at all times while in the city. In the event that you consider a player to have violated one of our community rules and broken character while doing so, you should finish the situation in-character, and then make a ticket on our community discord so that the administrator team may look into the entire situation and make a decision about it. The ability to provide video evidence will be very helpful, however XRP Staff will take the time to look into every situation to the best of their abilities.
>> metagaming
In the context of roleplay, metagaming is the act of consciously using information that is not part of your character’s experiences to impact the outcome of the roleplay. Furthermore, this includes, but is not limited to the following:
- Pursuing secrets in-character based on your (the player’s) knowledge of their existence. Is prohibited!
- The use of Discord Voice Chat with anyone else that is in city playing. Is prohibited!
- Stream Sniping for information on their whereabouts, or locations they have found ect. Is prohibited!
- Observing individuals that are streaming within the city while you are also present in the city is a direct violation of this ruleset.
- Sharing of knowledge gained across multiple characters and between different servers and cities. Regardless of the fact that you can play more than one character, any knowledge you acquire cannot be transferred between characters. You may not be friends with or related to your other characters (Your character would never meet them therefore you would never have personal knowledge of them). Mentioning another character you play is also considered Metagaming.
- Making assumptions based on your (the player’s) knowledge of who is playing in the city with you is a form of metagaming, this includes using server players list.
- Your character must maintain consistent interactions with others based on in-game relationships, not personal friendships outside the server. Avoid letting personal relationships influence your character’s in-game behavior or attitudes towards others.
>> power gaming
The abuse or avoidance of in-game mechanics to gain an advantage over other characters. This includes actions such as relaying information to your friends while downed, escorting others in situations where more realistic actions are available to you, using scenes or /me commands to unrealistically affect reality or the actions of others, and even making money using the most efficient means possible without roleplaying around the mechanics available to your character. Furthermore, you should always role-play within your character’s backstory and traits until they learn new relevant skills and behaviors (Your character isn’t the most talented at everything, hardened criminals wouldn’t go out of their way to grind a legal job they have no business in, state employees must obey the law, etc.).
>> fail rp
Fail RP occurs when you fail to roleplay your character in a consistent or dedicated manner that sensibly fits into the fictional world. This includes having names, appearances, speech patterns, word choices, and other behaviors that are implausible, inexplicable, or unrealistic. Additionally, purposefully avoiding or rejecting legitimate RP opportunities with other characters based on the grounds of “being scuff” or something happening “not in my eyes” may also not be tolerated. It is important to find common ground with other characters, skillfully describe your character’s actions in a realistic manner, and make a genuine effort to create immersive scenarios that enhance the experience for everyone involved. When trying to describe issues in game please do not refer to the real issue you are having, remember you are a RPing a real character and you would not have a “head pop” maybe you blacked out.
- Inappropriate Actions: Performing actions that are excessively violent, offensive, or unrealistic within the context of the roleplay server. This could include engaging in senseless killing or destruction without any meaningful roleplay justification.
- Ignoring Roleplay Scenarios: Ignoring or disrupting roleplay scenarios initiated by other players or the server’s staff. This could involve refusing to engage in RP interactions or deliberately derailing RP events for no valid in-game reason.
- Vehicle Abuse: Using vehicles in an unrealistic or abusive manner that disrupts roleplay. This could include constantly ramming into other players’ vehicles, driving a car beyond what would be considered normal limits for the type of vehicle you are driving (A sedan would not perform well off-road so driving up a mountain with it would be unreasonable RP for it)
- Fail Initiations: Failing to properly initiate roleplay interactions, such as robberies or confrontations, by not providing adequate roleplay context or giving other players a chance to respond before taking hostile actions.
>> out-of-character (ooc)
Players are expected to maintain immersion and role-play integrity by refraining from any use of Out of Character Chat (OOC) or speech. OOC should only be used for essential communication, such as reporting technical issues or emergencies. Excessive use of OOC, including but not limited to casual conversation, meta-gaming, or out-of-character disputes, disrupts the immersive experience for all players and may result in disciplinary action.
OOC: Speaking in a context that is not related to the character you are playing, and speaking of or acting on matters that are out of context to the world you are playing in.

- “I got to go ____ in my head”

- This is the most commonly utilized by people and the biggest immersion breaker from our view, a proper reaction, would be to interact in a way that your character would such as, if your looking something up off game, pull up your phone(or MDT for police/ems).
>> combat logging
Combat logging, defined as intentionally disconnecting from the game during an active combat scenario to avoid negative consequences such as injury or death, is strictly prohibited. Players must remain connected and engaged in the game, even in challenging situations. Intentional combat logging disrupts the gameplay experience for others and undermines the integrity of the server’s rules.

Cop fear, also known as fear roleplay, is a fundamental aspect of realistic role-playing within law enforcement interactions. Players must realistically portray fear and compliance when confronted by law enforcement personnel in-game. This includes following verbal commands, surrendering when outnumbered or outgunned, and refraining from any actions that would realistically provoke or escalate the situation. All citizens of the city should also have the mindset that there is a full police force at all times(utilizing game mechanics such as online player lists to judge the number of force is considered meta-gaming)! Failing to adhere to cop fear guidelines disrupts the immersive experience and undermines the integrity of law enforcement role-play. Keep in mind all criminal groups and individuals should have different levels of cop fear based on their criminal hierarchy, but nonetheless they should all have cop fear.
>> not valuing life (NVL)
You should always value your character’s life. You should never seek to insert yourself into a violent situation you were initially not a part of, nor should you antagonize an individual to the point where severe threats of bodily harm become inevitable. For example, a gun is pointed at you in an attempt to take you hostage after starting a verbal altercation. You should be prepared to readily comply with the orders given to you in an attempt to save your life. The exception to this rule only applies in the event your character already has a weapon drawn or you are within the confines of a vehicle, having realistic opportunities for fight or flight.
>> new life rule (nlr)
If you are downed and respawn at the hospital by holding your “E” key, your character forgets the immediate events and any information gained leading up to being downed. If someone has “dumped” your body in this way, the only way to recall the events of this situation is if a witness of the scene reminds you of the events that took place, or if the party who downed you provides some in-character means for you to remember, such as a photo, video, recording, etc. You may not “see the light” to respawn if you’ve been informed that police or medical personnel are on the way to the scene.
If you see the light in any way, you are unable to:
- Recall the details from the start of the scene/situation that led to your death.
- Return to the scene/situation from where you have seen the light
- Notes are not to be used to remember or give details in the situation that you had seen the light.
- This restriction applies even if the intention is to remember a scene before entering it.
>> incapacitation
“Incapacitation” is a role-playing mechanic commonly used in scenarios involving combat or injuries. Essentially, it means that your character is incapacitated or severely injured but not necessarily dead. This mechanic adds depth and realism to role-playing situations, allowing for more dynamic and immersive interactions between players.
When a player’s character is “Incapacitated“, they are typically unable to continue active participation in the scene. However, they may still be conscious or semiconscious, allowing for interactions such as dialogue or role-play actions appropriate to their condition.
Here’s a brief explanation of how “Incapacitation” works in FiveM:
- Incapacitation: When a character is incapacitated, they are unable to move or take actions that require physical mobility. They may be lying on the ground, wounded or incapacitated due to injuries sustained in combat or other events.
- Role-Play Opportunity: Being incapacitated provides an opportunity for role-playing interactions. Other players can approach the incapacitated character to provide medical assistance, engage in dialogue, or react to the situation according to their role-play persona.
- Realism: Incapacitation adds realism to combat scenarios by acknowledging that not all injuries result in immediate death. It encourages players to consider the consequences of their actions and promotes more thoughtful and immersive role-playing experiences.
- Resolution: The outcome of being “Incapacitated” depends on various factors, such as the severity of injuries, the availability of medical assistance, and the decisions made by other players involved in the scene. In some cases, characters may recover with proper medical treatment, while in others, they may succumb to their injuries or face long-term consequences.
Overall, “Incapacitation” enriches the role-playing experience in FiveM by introducing realistic consequences for characters involved in combat or hazardous situations, while also fostering opportunities for engaging interactions and storytelling.
>> multiple character rule
In the city, you can play multiple characters, but your knowledge cannot be transferred to another character. You may not be friends with or related to your other characters (Your character would never meet them therefore you would never have personal knowledge of them). Mentioning another character you play is considered Metagaming.
>> newbie rule
If you’ve been given the role “Newbie”, it offers protection from crimes targeting you, allows others to know you may need assistance encouraging others to RP scenes out assisting you. In the event that you are reported for committing crimes against other players while under this Newbie role, such as robbing or killing etc. you may lose your Newbie role and the protection it grants you. The role will remain for 2 weeks after approval of your whitelist application, unless requested by you or your actions in city revoke this protection. We were all new to RP at one time or another and this will allow our community to grow and teach within RP scenarios. We appreciate all players in assisting with this. If you are caught purposely targeting a “NEWBIE” and it is verified, you will face disciplinary actions depending on the severity of the incident, number of incidents, and previous reports.
>> secret locations
Secret Locations are exactly that, SECRET. Everyone should not know about a location as if it would be common knowledge and they should be treated as such. If it is a secret location, you should not be treating it like you are visiting grandma’s house and inviting everyone over for milk and cookies. Activities will fall under one of these classifications and should be treated as such.
Unclassified information is freely given information and assumed to be public knowledge,
Sensitive information is considered information that common civilians wouldn’t know but you typical petty criminal would,
Confidential information that a typical street gang would know and be a part of,
Secret information would be closely guarded and not freely given out to common criminals but be more reserved for organizations,
Top secret information should never be given out.

- Do not accelerate your character’s development in an attempt to become a masterminded criminal on your first day. Allow your character to make connections naturally and organically in order to learn how crime works in the city before advancing to criminal activities such as: robberies, item trade and gang conflict.
> rule of heat
- Criminals should be mindful of the attention their actions may attract. Whether it be from police or other groups. Give yourself enough time in between crimes for things to cool down. You should expect to get more police attention, more jail time and higher fines if you repeatedly commit crimes in a short time frame. You should allow approximately 30 minutes to pass before committing another criminal act.

- Eventually your character may come into contact with the structure of the criminal world. All criminals had to work their way up in this structure at some point, and their progression can be a very important part of their story. Making connections through role play will help evolve your character’s story and advance you farther in your endeavors within the community.(Street Gangs, should see Criminal Organizations as a higher ranking group than them and should show that respect to them, just take into thought how would a street gang like the “ballas” react to a group like a “Mafia” or a “Cartel”)
> conflict
- While some organizations and criminals may work together from time to time, conflict is expected, welcomed, and necessary. Territory, resources, consumers and power will drive many of these conflicts. Conflict and cooperation both help make stories interesting and keep them fresh. Make sure to have enough of both to do so. Avoid large alliances that never allow for conflict or story progression. Conflict should not only originate from “smack talk” but also struggles over server resources, territorial disputes, color claims, or competition. Two parties entering conflict with each other must establish terms as early on in their war as possible. In the event war terms are broken, the violating party may face a penalty that will affect them in the war.
> corruption
- CORRUPTION IS NOT ALLOWED AT THIS TIME! Once Available, any corrupt characters within DOC/DOJ, Law Enforcement, or Medical Services should have a thoroughly documented and detailed explanation as to why their character’s behavior can reasonably go against the grain and provide quality roleplay for others. Employees of government entities must inquire with Staff prior to becoming corrupt, which will involve an application process to be completed and approved by Staff far in advance of any definitively corrupt actions within RP. Those who fail to follow this procedure may face punitive action up to a permanent ban.
> hostage requests
- You are able to present up to 2 requests to Law Enforcement throughout any hostage situation, regardless of how many hostages you have. Officers may use their own discretion and allow for criminals to make more requests in hostage exchanges based on the quality of the roleplay scenario that is provided to them, but all players should have well thought-out plans for their criminal activities, and these requests are a part of that.
> prison transport & custody transport
- Once a character is in custody (handcuffed) of the police a group of up to four can form with the intent of staging a transport break, they must wait until the prison transport is underway before taking action. Interfering before then is considered non-valued life. Only prison buses can be contested; these are considered RED transports. All other transport of prisoners will be deemed a GREEN transport and off limits.
> cop baiting
- Cop baiting is not allowed. You can not bait a LEO, or lead a chase with an LEO to a compound in order to outnumber them.
- Do not commit any crimes intentionally in front of a police officer with the soul purpose of a chase.
- Video evidence provided in the report, will dictate the outcome.
- This includes taking hostages in the presence of officers. Depending on the case.
- Displaying illegal items or weapons in the presence of police officers with intention of pursuit.
> hostage taking
- Taking a hostage should be limited to 15 min or less with the only exception being Jewelry store or Bank robberies.
> tsunami (30/30 rule)
- No crime 30 minutes before and 30 minutes after. If a scene starts before the 30/30 rule and goes into TSUNAMI, it may be paused and restarted after the city is back up and crime is allowed to re-commence. You may not start another scene until this one is completed.
ROLE-PLAY AND ROLE-PLAY INTERACTIONS ARE THE NUMBER ONE PRIORITY, HAVE FUN!

> Gangs
There are two types of organizations, street gangs and criminal organizations.
All criminal organizations and gangs can apply to become whitelisted under Applications > ├▐📄gang
(when open) in discord .
Upon approval of your application, you may be able to claim colors/clothes, territory, a business and/or residential property, or many other potential assets to help build your reputation, wealth, and power in the city. All of this should develop within your group’s role play and will only be rewarded at the discretion of staff and management based on the quality of role play and variety of conflict your group is able to bring to the city. Numbers will be subject to change based on server growth.
- Criminal activities are limited to a maximum of 4 participants throughout the whole activity, unless you’re on your approved gang/club/orgs property. Major heists may not be conducted on said property unless preapproved by the staff team. [bank trucks, terroristic events, executions, kidnapping]
- You’re able to hire/assign another crew of 4 to break said participants out of jail/custody, but they cannot be individuals who were involved in the initial crime unless all participants who are prisoners are transferred from Law Enforcement custody to the Department of Corrections. [ transport, escape, breakout, fleeing]
>> street gangs
- All Street gangs minimum of 5 members and maximum of 8 members
- Street gangs are low level criminal groups that would not have knowledge base into such criminal activities as those that need involvement in hacking and more intense situations.
>> criminal organizations
- All criminal organizations minimum of 8 members and maximum of 12 members.
- Criminal organizations are higher level criminal groups that have more “meat” in the city than street gangs and have more members that and higher level heists that involve more intense situations that require more “smarts” into making a successful scene.
>> aircraft
- You may not own or fly an aircraft unless you have taken flying classes and have your pilots license. This includes all aircraft.
>> hunting
- You must have a hunting license to hunt animals and it can only be in designated areas.
>> fishing
- You must have a fishing license to fish. You may fish in any body of water on land or on a boat except for those you would not typically fish in such as pools.
>> body cams
- If you have “eyes rolling” you must have a visible camera on your character or have your phone out and make it clear you are recording (either by /me or by claiming you are going to record this). This must happen before the incident you are trying to record happens not after saying you were recording the situation.
>> content creators
- The Content Creator role can be applied for in discord. We look at this role as a partnership benefiting both parties. For your content creator role to remain active, you must stream a minimum of six hours per week while playing on XRP. Applications will be accepted on a case by case basis. CC must stay TOS compliant.
>> receiving unknown gifts
- Large quantities of money, weapons, items from any unknown player. Must be reported immediately to a staff member.
>> whitelisted buisnesses
- Whitelisted businesses are those you must apply for when available through discord in which staff will look over your application to see if it fits the needs and how the city is currently going. Just simply applying does not mean you will get the business. They come available as the city needs them. You must have a down payment for the business that is set by each tier of how the business makes its income. This is still under works and being fleshed out, please be patient as we work on setting base guidelines and rules for this.

- Staff reserves the right to act on any violations of these rules without a player report.
All of these rules are situation and context based; Staff as a whole will review and resolve reports on a case by case basis, and update rules accordingly as the state of the city continues to evolve.
Staff will never manage or adjudicate player reports that they are personally involved in.
